I too have this problem and I don't know of any method to check as I don't have an old cable box lying around, because I threw it out. Anyone any ideas on how to check this ?
So I'm looking for a cheaper 2nd hand tuner too, preferably a Turbo tuner as many have reported these work well, because my box is a Solo2 so I need the USB type. So if anyone is selling one I;m desperate to purchase.

Volt meter, if there is juice there, it will work.
Need to get a lend of volt meter first.
go and see if your cable line is connected outside in the box under or near your window :)
im getting a reading around 70 with a dc volt meter, would you think this is live?

Took another reading today and its showing around the 150 mark.
