in a quick search i found the below
the device is
PROLINK have released a new PixelView PlayTV series tuner into their lineup this week, this dubbed the PlayTV "USB 415".
As the model name implies, this tuner is primarily suited to notebooks as it connects directly to a vacant USB 2.0 port. It accepts analog signals and handles real-time MPEG2/DVD video recording. Furthermore, this tuner is compliant with Vista's Media Center.

the one point is that the device is too old (from 2008) and i do not know if there is support and from which kernels...(everywhere i found that it is not supported in linux)
(the below from opensuse .org )
QuoteDisplay MoreSeems that I can not bring you good news today.
After some reading after searching for the Product ID (1554:4966) it turns out that there is no stable driver for this device available, which would be told to be safe for your hardware, and that there is no active development at the moment to change this because the vendor is not providing a documentation.
Acording to this source (Re: v4l-dvb doesn't detect device : PixelView PlayTV USB 415 -- Video for Linux), there following chip and tuner are built in:
TM5600 usb chip,
XC2028 tuner
There is an Trident TM6000 articel too on LinuxTV.org - Television with Linux -> Trident TM6000 - LinuxTVWiki
which describes the situation about these chips and the development.
In short: Since the vendor is not interrested in getting the device working on other systems than windows you will hardly ever get it working under linux.
the most important, is that this device supports only analog and dvbt-mpeg2 signals (so except if there is a mistake, or uncomplete information, it does not support mpeg4 or dvbt-2 signals)
thanks
Here are 3 pictures of the terrestrial pixel view dvbt working on the VU DUO. I just managed with a very old image.
