IPK Creator + IPK Feed Generator
version 6.0
latest build (Version 6.0) which has the new architectures.
No Windows, Linux, macOS binaries and just the jar files (You could open them with JRE 8).
For IPK Feed Generator just place your IPK files beside IPKFeedGenerator.jar then run it, it will create "Package"s and "Packages.gz" for you.

windows-run.bat is for Windows but as you know you can run a jar file in any operating system (Mac OS , linux , ...) because it's Java
i did compile it with Java 8 so you need JRE 1.8.x

I have an issue with IPKCreator
when i want to make ipk file include some picons it have wrong names as per attached image here .
